Guidance for the faint of heart

An old boss of mine used to say, "If it was easy, anyone could do it."  What a wise statement that truly put things in perspective during the tough times.

We have a gentleman who finds himself in a unique spot.  He understands the value of pushing through and making the best of tough situations, but he is also in uncharted waters.

He has been at a job for over a year and is missing the following:

1.  A job description
2.  Mentorship
3.  Goals
4.  Assistance through an intern
5.  Performance Review

These things were carefully laid out in the interview process and promised.  However, it's been a year in the position and none of these have yet to materialize.  When confronted, his supervisor apologized and said things would be fixed.  But alas, at the writing of this, things were still the same.  I certainly have advice that I could give, but what are your thoughts?
